Minutes
June 14, 2009
3:00 P.M.
The Choctaw Apache Tribal Council met on June 14, 2009, at 3:00 P.M. at the Tribal Office. The following members were present:

In the absence of Tribal Chairman John Procell, Vice-Chairman Doug Laroux called the meeting to order. Chairman Procell arrived after the meeting began.
The invocation was given by Chris Loupe.
Tamale Fiesta Chairman Chris Loupe addressed the Council. The Fiesta Committee would like to work with the Tribe during the 2009 Fiesta (October 8, 9, 10). He asked that the Tribe work with students on the Friday Education Day from 9:00 a.m. until
2:00 p.m. Joy Stewart and Yvonne Busby agreed to chair this project. Virginia asked that Mr. Loupe speak to the group in charge of the Festival Grounds about allowing the Tribe to hold the Powwow on the Festival Grounds next year. Mr. Loupe agreed to do this. He also mentioned that if the Tribe would be interested in setting up a display on Saturday of Fiesta weekend, space will be set aside for this. The Tribe is also welcome to sponsor a performance at the Thursday night Kick-off Supper. The Council will let him know about their decision concerning the display by the first week in August.
On a motion by Virginia Malmay, with a second by Ione Durr, the minutes from the April meeting were approved.
Each member was given a copy of the Treasurer’s report. Virginia reported that the sound system for the recent Powwow cost $250.00. Ione Durr made a motion to pay this bill. Joy Stewart seconded the motion and it passed. A discussion followed about the cost of an internet hook-up in the Tribal Office. Jake Rivers agreed to check with Project Venture about this cost and report to the Council at the next meeting. Virginia stated that she will have a financial report for the year at the next meeting. Joy Stewart noted that the Tobacco Grant money has been sent to the Tribe and that a separate account should be opened for this grant money.
Doug Laroux noted that the registered fiscal agents for the tribe are Doug Laroux, Johnny Procell and Pat Ebarb. On a motion by Joanne Sepeda with a second by Chris Rivers, the Treasurer’s Report was approved.
Virginia noted that she has had no response from NARF on the question of membership. She will follow up on this with them. She also mentioned that there are problems with the Tribe’s website. Durr stated that the website is being re-designed. Busby asked about placing the Council meeting minutes on the website and the Council agreed that this should be done. A discussion followed about the Tribe’s e-mail and it was decided that Virginia Malmay and Yvonne Busby will take care of this.
Durr stated that the Tribe’s CCR Number (formerly the DUNS Number) needs to be updated. On a motion by Joy Stewart, with a second by Pat Ebarb the Council voted that Yvonne Busby and Johnny Procell be the contact people for the CCR Number for grant purposes. Once a grant has been awarded, Virginia Malmay as treasurer will use the number as necessary.
Virginia informed the group that Sebestian Ebarb has applied for a grant to write a book about the history of the Tribe and he wants a letter of support from the Council. He also wants to use our 504 number. After some discussion, the Council decided that they could not allow their number to be used for this.
Ione Durr reported that the Veterans Monument is still being worked on. There is only $1,700.00 left in that account and we still need to finish the concrete pad and get the flag poles erected.
Joanne Sepeda stated that the Council has two upcoming fund raisers:
A Cake Sale on July 4th from 7:00 a.m. until 12:00 Noon at Big Star in Zwolle
A Garage Sale on August 1st
The Tribal Overview has not been sent yet. Durr will check on it.
Doug Laroux gave a brief report on the last CLIVR meeting.
On a motion by Pat Ebarb with a second by Joy Stewart the meeting was adjourned at 5:15 p.m.
